To ensure effective use of resources and serve more users in need of the government-subsidized Rehabus services, this mechanism has been implemented since November 2025.
Users’ group booking numbers vary. Based on the number of successfully booked group services each month, users will be categorized into six groups, each with a “Maximum Number of Cases Failing to Meet the Required Number” (this takes into account the main reasons for insufficient passenger numbers):

- If the actual passenger count of a customer in a particular month does not reach the maximum number of bookings required for Large Group, of which exceeding the “Maximum Number of Bookings Failing to Meet the Required Number” limit for their service usage group, the customers will be considered to have violated the group usage rules for that particular month. (#If a user violates the group usage rules for two consecutive months (the first and second months), a notification will be issued in the third month to remind the user to avoid violating the group usage rules for four consecutive months.)
- If the customer is identified as violating the group usage rule for four consecutive months, we will issue a notice in the fifth month, and the assigned vehicle priority for all their dial-a-ride service applications (excluding “medical appointments,” regardless of whether the application status is “successfully assigned,” “pending,” or a subsequent new application) will be adjusted to the lowest priority for the following three full months.
- If, for the three full months following the issuance of notice, the number of bookings where the required number of passengers is not exceeded (not identified as violating the group usage rule), we will issue a notice, and the assigned vehicle priority will be responded to after the notice is issued.
- If, within the specified period, the number of bookings where the required number of passengers is still exceeded (identified as violating the group usage rule), the period for reducing the assigned vehicle priority to the lowest level will be automatically extended until the number of cases where the required number of passengers is not exceeded for three consecutive full months, we will issue a notice, and the assigned vehicle priority will be responded to after the notice is issued.
