The Hong Kong Society for Rehabilitation was first commissioned as World Health Organization Collaborating Centre for Rehabilitation in 1986.  We are one of six WHO Rehabilitation Centers in the Western Pacific Region.

WHO Collaborating Centre for Rehabilitation

Designated as a “WHO Collaborating Centre for Rehabilitation” by the World Health Organization in 1986, the Hong Kong Society for Rehabilitation is one of the six collaborating centres in the Western Pacific Region and the only non-governmental organisation in Hong Kong with such a designation. Re-designated as a “World Health Organization Rehabilitation Collaboration Centre” for the 11th time in August 2024, our four-year term will end in August 2028.

Our Services

Organising regional meetings and seminars 

HKSR hosted a two-day workshop for World Health Organization Western Pacific Regional Office in February 2024, which brought together 19 instructors and trainees from Nepal, Philippines, Australia, Laos, Belgium, Poland, USA, Kenya, Britain and Canada.  The primary objective was to equip technical experts to support countries in implementing the WHO Guide for Rehabilitation Workforce Evaluation (GROWE).  The workshop created a unique environment for cross-cultural exchange and learning.

In July 2025, HKSR further organized a sub-forum titled “Integrating Primary Healthcare and Rehabilitation: Experiences across Belt and Road Regions” within the Chinese Association of Rehabilitation Medicine (CARM) “Belt and Road” Eastern Rehabilitation Medicine Forum held in Fuzhou, China. In the session, HKSR fostered cross-country learning, broadened awareness of the WHO toolkits including BPIR, and promoted their adoption among healthcare professionals and stakeholders across Chinese Mainland and the Belt and Road region by inviting Dr. Abena Yeboaa Tannor, author of the Basic Package of Interventions for Rehabilitation (BPIR) and former WHO rehabilitation consultant to introduce the BPIR in the session. HKSR also contributed its own experiences piloting the BPIR in China and highlighted local best practices in integrating primary healthcare and rehabilitation in Hong Kong.

Organising training courses

The World Health Organization (WHO) Basic Package of Interventions for Rehabilitation (BPIR) is a resource that outlines a limited set of prioritized interventions for rehabilitation that can be delivered in Primary Health Care (PHC). It does this by providing information on low-cost, high-impact and evidence-based interventions for rehabilitation that can be easily, safely and effectively delivered by existing workforce in PHC and low-resource settings.  A 5-day training was conducted in May 2024 in Shenzhen, co-work with the other two WHO Collaborating Centres for Rehabilitation in Mainland China.  Trainees are working in primary health care hospitals or NGO providing community rehabilitation services.

The key focus of our activities from 2024-2028: 

  1. Contribute to strengthening rehabilitation within health systems in line with the WHO Western Pacific Regional Framework, including capacity building for healthcare workers, and advancing integration into primary and long-term care.
  2. Support WHO in implementing and promoting its recommendations, tools, and products on rehabilitation and assistive technology, including dissemination, training, and facilitating adoption in the Western Pacific Region.
  3. Foster cross-country collaboration and knowledge exchange, including sharing good practices and supporting regional learning to enhance rehabilitation system development and implementation.
