Octopus Rehabilitation Transportation Subsidy Scheme

Octopus Cards Limited (OCL) and the Hong Kong Society for Rehabilitation (HKSR) jointly launch the ‟Octopus Rehabilitation Transportation Subsidy Scheme” (The Scheme) to offer wheelchair users equal opportunities in using accessible transportation service for enjoyment of an enriching and fulfilling life.

The Scheme is subsidized by the “Octopus Charity Fund” to enable wheelchair-bound persons with financial difficulties to use the Accessible Hire Car (AHC) Service provided by the HKSR in attending medical appointments and participating in social activities. The Scheme aims to facilitate the beneficiaries to better integrate into the community, thereby contributing to building a harmonious and caring society.

Terms and Conditions

1. Any member cancelling the booking, changing the service time or location, being absent or late for over 10 minutes in boarding the car on the day is subject to paying an administrative fee of HK$200 per trip.

2. The Scheme only accepts advance bookings for the hire car service within three calendar months. The bookings will be processed on a first-come-first-served basis subject to limited quota.

3. Only wheelchair users are eligible to join the Scheme.

4. Applicants for the Scheme are required to first complete the AHC Service membership application form, and submit this form together with a copy of their CSSA proof document issued by the Social Welfare Department and their HKID Card.

5. To allow more needy users to benefit from the Scheme, each eligible member is entitled to a maximum of 2 round journeys (4 trips in total) per month. If a member has already enjoyed the subsidized service or has successfully booked the service in the last calendar month, he/she will be put on the wait list for service booking in the ensuing month. Applicants will be notified of the results of their wait list bookings by the Scheme’s designated officer about 1 week prior to the requested service day.

6. In order to better protect customer’s interest, effective from 7 June 2021, service is only available for eligible ORTSS members and their companions when using the service. Members may be required by our staff to present valid identity document for verification of the identity when using the Accessible Hire Car Service. If the passenger is not the eligible member or unable or refuse to provide the identity document; HKSR will charge the non-scheme price or cancel the service and charge the order cancellation fee. The present of identification document at the above-mentioned situation will be applied for the purpose of identity verification only. HKSR will not collect or keep the document for other purposes.

7. In case of disputes regarding the Scheme’s service arrangements, charges or subsidies, Octopus Cards Limited and The Hong Kong Society for Rehabilitation reserve the right of final decision.

Subsidy Format

Effective from 1 April 2021, the charges of Accessible Hire Car Service will be adjusted, subsidy amount per trip for members of Octopus Rehabilitation Transportation Subsidy Scheme will be:

Above charges include all tunnel toll expenses (apart from the Tai Lam Tunnel & Western Harbour Crossing Tunnel, the related expenses will be charged on actual basis).
